Council Bluffs operates under a nonpartisan mayor/council form, with the mayor and five council members elected at large by a popular vote. It’s one of just two of Iowa’s 940 cities that follows a ‘strong mayor’ form of government, in which the mayor has executive power and direct responsibility for administrative oversight. The city council is responsible for establishing policy and certifying the budget.
As of the most recent census, Council Bluffs’s population is 62,376 with a metro area population of a 967,604.
